Ltd; (b) 20.2 ha to provide an industrial estate and yachting marina adjacent to the port of Bluff. Neither the proposed reclamation nor the dredging of the channel area can have detrimental effects on the hydraulics of the harbour and when considered as a whole only an overall improvement must be provided. The total area of the proposed development represents such a small proportion of the total foreshore endowment and its loss is therefore of little relevant harm in the balance of the aquatic life of the area. Storm water from the total area will be drained into the harbour. Sewage and effluent discharge will be connected to the existing or future borough system, and through the Ocean Beach company's own discharge system. Traffic impacts are under discussion; a direct route onto state highway 1 will be provided. The project will offer economic development to the area and increased job opportunities. (auth/PGE). An appendix presents reports on ecological aspects of the proposal from the Ministry of Agriculture and Fisheries, Southland Acclimatisation Society, Nature Conservation Council and a number of the Invercargill Conservation Committee.
