Revised June 2009. Retraction letter: "It has come to our attention that one of our Technical Report publications, 2008/35, contains a minor data error in Table 3 and Table 4 (pg 37). As a result of correcting this data a small change was required to be made to associated text on pages 40-41. These changes make no difference to the conclusions or recommendations in the report, but in the interests of data accuracy we are re-releasing this publication. We have republished this report in a corrected, revised edition, as Technical Report 2008/35R (enclosed). We would be grateful if you could withdraw the previous edition, sent to you in July 2008, and replace it with the enclosed revised report."
